In preparation for the anticipated El Niño storm season, Tulare County and the California Department of Fish and Wildlife (CDFW) are co-hosting an informational session on Streambed Clearance Permitting on October 8, 2026, at 10:00 a.m. in the Banquet Hall of the International Agri-Center in Tulare.

After the damaging floods of 2023, landowners with streambeds on their properties are encouraged to clear them in advance of this year’s anticipated rainfall. CDFW will share their process for permitting and discuss emergency actions for streams and rivers.

While CDFW is not the only agency that requires permits for streambed clearance, they are the first state agency to refine their process with El Niño in mind. On September 21, 2026, Governor Newsom proclaimed a state of emergency and called on the California Environmental Protection Agency and the California Natural Resources Agency to submit a joint recommendation on further action or emergency suspensions of permit requirements by October 16, 2026.
